Domestic Content Direction and Price Schedule Updates (FIT)

Dear FIT Subscriber,

On August 16, 2013, the Minister of Energy directed the OPA to make changes to the FIT and microFIT Programs, including changes to the domestic content rules applicable to new contracts.  The Minister’s Letter of Direction is available here. The OPA has also reviewed and updated the FIT and microFIT price schedule. The OPA is required to review the prices offered to generators under the FIT and microFIT programs on a regular basis to ensure both ratepayer value and a fair return on investment. The new price schedule is available here. This price schedule will apply to any new contracts that are issued while the price schedule is in effect.

The Letter of Direction moves the FIT and microFIT programs toward compliance with the May 24, 2013 World Trade Organization (WTO) ruling by lowering the domestic content requirements for on-shore wind facilities and solar photovoltaic facilities. The domestic content requirements for new FIT contracts awarded as of the date of the directive are as follows:

  • For on-shore wind facilities, the minimum domestic content level shall be 20 per cent
  • For solar photovoltaic, (PV) facilities utilizing crystalline silicon PV technology, the minimum domestic content levels shall be 22 per cent.
  • For solar photovoltaic, (PV) facilities utilizing thin-film PV technology, the minimum required domestic content level shall be 28 per cent.
  • For solar photovoltaic (PV) facilities utilizing concentrated PV technology the minimum required domestic content level shall be 19 per cent.

Dear CanSIA Member,

Following discussions with the Ministry of Energy, CanSIA has learned that the microFIT window is planned for opening by the end of August, and members will once again be able to make application for the 30 MW that will become available.

Since the microFIT window was closed on July 29 and applications were terminated, CanSIA has worked with the Ministry of Energy to communicate your concerns in respect of the process. The Minister of Energy’s most recent directive to the OPA in respect of the microFIT program is intended to provide predictable procurement windows and price review timelines. To that end, we are working collaboratively with the Ministry of Energy and the Ontario Power Authority to avoid unexpected pauses between procurement windows as we go forward.

CanSIA continues to advocate the necessity of clear, transparent and predictable procurement policy and to provide clarity and certainty for members with respect to the microFIT program and towards the continued improvement of Ontario’s solar PV policy and procurement.

We also encourage all of our microFIT members to contribute to the ongoing policy discussion in respect of the provinces long-term plans, and are interested in hearing your thoughts on CanSIA’s proposed recommendations to the revised Long-Term Energy Plan.

Solar Panels in Ontario – Solar panels in Ontario are separated into 2 categories: polycrystalline and monocrystalline. Polycrystalline solar cells derive from a crystal that develops in numerous directions (or is a multilayered crystalline material, in other words). This results in solar cells that have a somewhat lower efficiency level, which leads to greater individual cells and consequently come in a larger unit. Solar Panels Roof – The method in which solar panels are attached to a roof depends on the type of roof the panels are being attached to. Solar panels (roof) are attached to composite shingle roofs through bolting mounts into the sturdiest roof rafters and then fastening rails to the mounts.
